This is an A Division (ex-IRT) third rail insulator from the New York City subway/elevated railway system. I got it at a train show for $10.00US; the seller had two more brand new, never-been-raced dark chocolate brown ones for $40.00 US each! BTW, the whitish areas (due to the flash) are actually rusty colored "subway debris" deposits such as brake shoe dust.
