These telephone openwire lines appear to have been constructed using whatever "was laying around" back in the day when smaller ma-and-pa phone companies were commonplace. In addition, many smaller companies utilized outdated, non-standard surplus and other recycled, perfectly re-usable pole-line stuff that was available in order to economically introduce/maintain telephone service for their subscribers.
