This type of "extended" crossarm construction generally was used for wire clearance away from trees and through alleys so that the lines were at a safe distance from adjacent buildings...thus the nickname "alley arms". I'll betcha these were really fun to crawl out upon in the days when only your pair of limeman's hooks were to the job done (that is, before bucket trucks).
