If you look at other photos of early 20th century utility poles you will see paper signs attached to them. The majority of these were telephone openwire poles with warning signs, promising timely prosecution for vandalizing company equipment (very notably glass insulators as target practice...)

I can just hear a couple kids saying where nobody was around..."Let's *get* that bright amber one"......
