Not really sure what happened to this pole, but it looks like the transmission line maintenance crew did not have a 10-foot heavy duty crossarm so they replaced the arm with the "rubber chicken" line post insulators. The top phase is still on the 8-foot heavy duty arm with porcelain suspensions. The whole structure would have looked cleaner with the 8 and 10 arms replaced with new wood and glass suspension insulators!
