The dead ends are interesting. These were used where a wire dropped down to a fire alarm box at a corner. The wire would run through rings on the bottom of the arm, then down the pole in rings to a protector box, then on to the alarm box. The drop wire was always spliced about a foot and a half from the insulator with a compression splice. Though not in this case, many times the drop wire and conductor from splice back to insulator were curved downward from the insulator and back up toward the line conductor, with the splice being the top of the curve. I can only assume this was done as a drip loop, to minimize any rainwater coming off the conductor and running down the drop.
