Western Electric Capacitor

Had this item for a few years and decided to hang it up in the "man cave". Here is a glass housed Western Electric capacitor (hanging between the control rod insulator and the ohio brass rubber chicken) with some kind of thick oil in it, almost as thick as molasses and even the Texas heat keeps it thick. Always thought this was kind of a neat go with. If anyone has any more information about what this capacitor was used for or how it was used, please share the information.
