Perhaps these pole lines were being upgraded here? Or additional circuits were being added by the phone company that served this city upon a newer, sturdier telephone openwire lead?

Also seen are some beautiful vintage homes built over a century ago with a nifty, smooth sidewalk (along the far right) with an enclosed-type arc street light visible in the extreme upper right-center of this image.
