In the centre of this photo is an open-type arc lamp which was the first type of electric street lighting here in the USA. These date back to the 1880's and 1890's. By 1900 an improved type of arc lamp debuted which was the "enclosed" type which was more energy efficient and required less maintenance.

On the left are what look like telephone open wire lines and lowermost, street lighting circuits.

On the right are wires for electric lighting customers.
