Some sort of transition might have been in progress as you study the pole replacements shown in this cool image.

Added note: It is possible that the telephone openwire that you see (on the three-crossarmed pole line) carried AT&T long distance circuits while the shorter (2-armed line) was for local service, possibly owned by an independendent phone company.. Thanks, Brent!
