Openwire construction on this pole may have been for telephone and/or telegraph service. As you will also note there is a superb view of a Victorian-era railroad RR depot in the background with a cupola. Within that round-walled upper room, that pole view with its glistening insulators must have looked pretty good to say the very least ;-)
