These circuits were for local phone service. And the doubling of crossarms (one on each side of the pole) has always been referred to "buck arm" construction within electric utility, telegraph and telephone companies for decades (and still is!). Double or "buck arms" were frequently used for dead-ends and points along an openwire line whereby the wire stress upon the pole, arms and insulators could be somewhat relieved; especially upon angles and turns.
