More old 4kV in Seattle this pole has all the hallmarks of a 1900-1915 era urban primary distrubution line including dedicated street light circiits primary and secondary wiring and dead ending useing only pin types . The gray and blue pintypes on the far end of the arm once supported the series circuit which is now defunct.
