Two-over-four suspension insulators as seen here have been a rather uncommon sight around LA. This great-looking configuration was sometimes employed for transposing circuits for the purpose of achieving electrical "balance". In other instances sections were built with this type of construction as engineers saw fit. Pintype three-piece multipart insulators also have been installed in two-over-four installations similar to what you see here for many years. Some of these poles still are around the city and those with multiparts are my all-time favorite when it comes to LA Vicinity line construction architecture ;-)
