Atop these poles likely is 66kv. Beneath is local distribution with what looks like 4kv primary. The mercury vapor street lights have glareshields affixed to their luminaires. That has been a common practice around LA since the late 1940s when mercury vapor street lights were first used there. An Air-Raid and/or Emergency siren tower is seen in the background. I wonder how many of those still remain?
