This was a surprise discovery - when I took another way into a small SD town to photograph a couple transformer poles, it was QUITE the surprise to see this old secondary rack with THREE white spools! Some companies used a white spool for the neutral, and modern racks may have sky glaze spools, but never before have I seen one of this midwestern electric utility's trademark secondary racks with ALL white spools.
