This sub takes 69kV and steps it down to 4kV for a meatpacking plant. The structure on the right is an abandoned regulator structure from when this sub also served a small portion of the North End in Sioux Falls; a 13.8/4kV stepdown was added elsewhere to replace this. With the meatpacking plant being a 24/7 load, it seems Xcel has not had the chance to fully retire the structure and so a good chunk of it is still hot!
