It is very possible the crossarm on top was for fire alarm telegraph (as this practice was the case a lot of the time here in the Northeast up until the teens). From there, the two ten-pin crossarms quite likely were phone openwire and the lowest crossarms (with the crossover-construction) for electric lighting service.
