Substations will often have a tap inside the sub to a transformer for 'station service' (power to the control / metering hut on the premises), but this one is apparently important enough the company took no chances and tapped the local distribution circuit (13kV single phase, hence the 3 deadends - hard to see, but they're in that light Locke blue too) as a backup source.
