Actually, two sets of 115kV gang-operated switches. It most likely was erected originally as a simple vertical 115kV switch with the tap going off to the left into a 115/41.6kV substation, but when one of the two 41.6kV circuits exiting the sub was rebuilt to 115kV, the second set was installed to supply the new 115kV line off to the right.
