I think they snaked in some new feeders under I-5 to a distribution riser on the other side by the casino. All the risers near the sub are cut off like this one, yet the new transformer is in service so there's power going to somewhere. I believe these are getting replaced with new cables fed from the transformer now under construction.

Note how TP runs the feeders through a small crossarm, using it as a strain relief.
