After seeing what looked like a House insulator at Coney Island in an old film clip on the History Channel's American Pickers show, I found this vintage Coney Island picture at www.coneyislandhistory.org. Could this be a house insulator? Ignore the red circle, the possible House insulator is on top of the pole just left of center.
