Look closely - the singlephase secondary from the right (still attached to another pole along the street but disconnected) gets kicked clear up to 2400V 2-wire to cross the tracks to another transformer to drop it back down to secondary voltage. Looks like it had been in use until fairly recently given that one of the transformers is gray.
