Hydro is now using a preform tie (called quick ties) which just snaps onto the top of the insulator and wraps around the wire a couple of times. They obviously don't work as can be seen here. Besides coming off the insulator, they get brittle in the sun and break. There's lots of the around where broken ends can be seen sticking above the top of an insulator leaving only the weight of the wire in the wire saddle left to hold it in place.
