Some Kind of Lash-Up!

Wow! Is this some kind of lash-up, or what? A rather odd way to make a 3 phase tap at a lower elevation on the pole. This contrivance was designed and installed by some line crew for Portland General Electric Co. in the 1970's, I believe. First, they had to extend the pole higher for the new main line level using the 'add on pole' section. If that wasn't goofy enough, then they had to bring the wires down to the pole level of the tap line on the road to the left. Fair enough, just use insulators on pins sideways and tie the tap wires to them. But Oh No! that's not good enough...we must have DOUBLE DEAD-ENDED suspension spans!!! By the way, the 57kV tower line in the photo, built in 1911 sports 2 rare Austin Patent suspension disks. Can U spot them?
