More insulators "in use" from Belarus.

I think this is a most unusual configuration. Why run a wire to the second insulator? What purpose does it serve? But then you already know that I know nothing about how this should be done..

Also, I'm really not sure if these are very large insulators, or insulators with lightning or arcing rings.
