Thanks to Vasily, A close-up shot of 4 wires on alternating sides of the pole. It looks like a dark green glass and cobalt glass on the top bracket, while the lower bracket has a brown porcelain and another cobalt. The opposite side shows some white porcelain insulators

I do not understand electricity, or electrical wiring, other than where NOT to put my fingers. Would someone please explain why there are wires connecting the upper and lower strands. Also, any ideas why the bracket at the top of the pole. What is it's purpose?
