Unusual pole setup compared to others on that stretch. Was that because of rocky ground, difficult to secure the poles in any other way?

Update 01/07/2010 from Glenn Drummond observation: This was the first pole out of the switch yard. The record contained no further explanation, but I have to guess that the builders couldn't get enough compaction in the pole-holes to resist the tensioning forces when the lines were strung.
