Those two poles used to be connected to the downtown lines, and used the pole in front to get across NW 2nd Street, and for some odd reason, a section of the line between this pole and the one behind it (which was in "Madison SD Lines 015") was removed, leading to the cut and paste job.

Also notice the pole has a riser bank on it, but it appears to be not in use as it the wires have been cut right below the second crossarm, which you should see right above the top of the tree in the background.
