Ribbed VICTOR multi

I first wiped off the top checking for any markings. No dice, but the glaze looks to be Victor era. Could be Fred Locke, but that might just be wishful thinking. Upon turning it over, I was surprised to find four heavy ribs on the bottom surface. The area around the center also was milled out before firing. This could have been some type of a specialty top for a station post or something, but I'd like to think it's from a multi similar to the Thomas styles. The diameter is 16".
