Criss-crossing the town center in this photo are a variety of electric light and telephone lines. I believe the taller pole in the center background with the small two-pin crossarm atop it held fire alarm circuit wires. At least here in the northeast it was somewhat customary a century ago to place such lines on the very top of utility poles.
