Single phase line with unusual insulator

A couple years ago, Highway 183 in Tripp County was rebuilt, and as a result, Rosebud Electric had to rebuild this single phase line along the road. Nearly all the poles use regular bell-shaped insulators, except a few, such as the one picture here. For some odd reason, some of the poles in the line use some sort of large rubber chicken like insulator on the active line.
