These "Lone Ranger" MIVA spooks are proliferating all over this site ;-) The brass hardware is for a power cut-off, or "coupe-circuit". The knurled screws can be loosened and the conductive arm raised to cut the circuit. Must have been a rather "exciting" procedure, when performed on a live 230VAC, 50Hz power line...
