PP&L Pole in PUD Land

This former Pacific Power & Light pole is still standing in service right next to a pole on a Tillamook (OR.) "Peoples" Utility District 25 kV line. Pacific Power served the area until TPUD took over in 1961 and several of Pacific's old poles are still in service. Note the neutral wire down along the side of the pole and what is used to attach it. It is not the usual insulator spool commonly used for this purpose. It is an uninsulated metal spool! I have only seen these used on Pacific Power poles. So much for the neutral wire having to be insulated....Pacific didn't seem to care! It worked for them so why does the other 99% of the line construction industry bother with an insulator? I really don't have a good answer even after a discussion going with several power line sav-vy ICONer's and some lineworkers! It seems that they insulate the neutral where wanted and ground it where wanted but it makes no difference to normal line service. Note the neutral on the pole in the background. It has an insulator spool but the branch line taking off to the right is dead-ended on an un-insulated bolt. I welcome any comments from anyone with a clear reason for this. Preferably on ICON.
