Whatizzit??? (Threadless era 1863)

I ran across this photo of S.F. California from 1863. One method of telegraph insulation is obvious-the two ramshorn hooks each hanging onto a wire beneath the crossarm, but what is that thing on the top of the pole? To venture a guess, a center mount Batchelders insulator with its metal rod bent!
