Photo taken most likely in the late 1990s. These are mercury vapor street lamps which operated from a separate ballast (or transformer) as seen atop each of the metal poles in this picture. The latter transformers converted the 120 or 240V for proper operation of the mercury vapor lamp inside each of these fixtures....which were installed around 1954.
