This is the only case where I've ever seen this done. Manitoba Hydro must have been hard up for street light arms when this went in. That arm is salvaged from a steel standard. It doesn't mount very well allowing it to swing around wildly during even the slightest breeze. That brace coming down from above is a custom addition to try and provide better support.
