These circuits likely supported telephone, electric service and possibly telegraph wires ...all on one pole. Note another row of longer crossarms towards the lower part of the pole in the foreground likely providing additional communication wires. The shorter crossarms within the poles' midsections probably had electric lighting service or municipal fire alarm telegraph wires upon them.
