This was one of many supply and construction wagons involved in the expansion of telegraph lines (over 15,000 of them!) that provided site-to-site information (instantaneously, to boot!) to Union leaders as the Civil War raged. It looks like the crew is unloading a heavy crate of something (maybe insulators?) in the foreground.
