Aboard many trains through the years were Western Union telegraph connections for transmitting supervisory train location orders, special notices and sometimes transmitting/receiving customer messages. This had to be done while the train was stationary (at stations en route). These sticks were connected to the correct open wires making contact to two-way transmission for the device you see here.
