Note that there are standard-style pipe arms mounted on the utility poles but no street light fixtures affixed to them. Just "bare ends"!! Also note on the right...it looks like there is a fixture(?) nestled under the lower crossarm? Maybe the utility was taking their lunch break when this photo was taken and the fixtures were mounted afterwards?? Photo taken in Bothell, WA c.1955.
