This is an old photo and I do not know exactly when this picture was taken. However there are white porcelain insulators on this line. The poles and "crossarms" appear to have been assembled from metal pipes. Sort of like was done here in the US in the early 20th century for trolley cables and other overhead lines that have been known as "pipe poles".
