This pole is located in downtown Opelika along CSX's former Western Railway of Alabama. Once part of a longer pole line, this pole now serves as a dead end for a short section that is still in service in 2007. Note that this is a concrete pole - as far as I know this was unique to the Western of Alabama and its sister railroad the Atlanta and West Point.
