W.E. selector

This is a W.E. 60BC selector. Now I am in the phone business, used to work for W.E., and have many books on telegraph circuits, but have no idea how this was used. There are 2 coils under the rotary mechanism. As each coil is alternately pulsed, the wheel on top rotates and the armature makes contact with several fixed contacts. As long as current is on in one coil it will stay in its last position. When the current is dropped, it rotates back to the original resting position. I would like to know what these were used for and would also like a spec sheet on it if anyone has one.
