A nice classic molded Pennycuick piece. It is quite possible the lettering represents Cambridge Electric Light Company. See the bottom of http://www.insulators.info/articles/neweng.htm Has a 1" base bruise at the right mold line. You can see part of it in the photograph. Kind of Blue Aqua I'd say.
