Metal Insulator?

Three of these showed up at the Eastern Regional last year. Has anyone learned anything about them yet? They are for the most part made of thin metal with a porcelain coating like the old coffee pots and kitchen cooking pans. The top, including the groove, is made of solid steel. There are apparently two skirts held together by tar. A ground wire must have connected to the pin. Any information?
