No, this isn't 120/208 WYE three-phase power... The bottom lead is to the main pole to serve an old metal barn-style light. The wire leaving the house was a piece of telephone lead-in wire. It got replaced with some #12 copper back to the span-pole (previous photo) as the old wire was too thin to power even a light.
