Here's a closer picture of the insulators, as well as a junction box connecting the open wire to a cable. This probably would have been mounted high on a pole, just below the crossarms, and the cable would have carried the circuits down to a trackside relay cabinet, or perhaps to a buried cable to go underneath an overpass.
