Here is a cool "Surge Fencer" that looks very similar to an old wattmeter. Made circa 1943 as this item was certified for use in Wisconsin on 3-43. Notice the old wiring, use of mercury switch inside and external positive and negative insulator terminals. Made by Babson Brothers, Chicago- the same company that used the famous tiny surge pin-type glass insulators. For original mfr decal close-up [id=163708782] . The fence insulators were likely energized or stabilized by this electrical cut-out mechanism. For another photo of this cool item [id=163709492]. Rarely seen or used out West. Condition is excellent with all original parts and no noticeable damage and only minor weathering on vintage decal which is inside the glass cover!
