The hole truth about the 2 hole porcelain #2

This is the bottom view of the 3 inch wide by 4 inch tall porcelain. Not even an insulator is safe from prying eyes. Here you can see the 2 holes in the underside of the insulator. There are no external holes. Pinhole is filled with oakum type material. I am seeking country of origin, and the reason / purpose of the two holes. The holes do not seem to be connected inside the insulator. Please help me find out the hole truth about this unusual porcelain insulator.
